Bring Restorative Justice to the East Hills: Story of a neighborhood

Since 2020, Rising Tide Partners (RT) has partnered with the East Hills HOA and East Hills Consensus Group (EHCG) to bring restorative justice to this historically disinvested community. Located on a wooded hill, East Hills was once a thriving, ideal community for African American homeownership. Over time, disinvestment and absentee landlords led to vacancy and instability. RT's approach shifted the focus from incremental repairs to securing community control of vacant properties, establishing an LLC with equal representation from RT and East Hills. Together, they've stabilized 34 rental units, with plans for a 33-unit affordable housing development. This session will share insights on using conservatorship, the capital stack, and collaborative efforts with the URA and PLB to restore and stabilize the community.
